Fast travel to Chorrol North Gate and wait until 10am.
With your Athletics boosted to 70+ (with Perma Enchants in current route logic), talk to Honditar, who will be either by the Great Oak or behind the Fighters Guild.

Bugs

Currently there are no known bugs associated with this quest that affect the 100% route.

Route Logic Considerations

Rusia Bradus could be killed to complete this quest, but we currently need her services to train our Athletics at the end of the run. Since we have to talk to her anyway, killing her saves no time vs. selecting the dialogue option. If we end up not needing her training services later, killing her should be the new strategy since it is faster in that context.
Like all the Master Training quests, the actual Master Trainer needs to be alive prior to starting the quest in order to be able to complete it.
Honditar in Chorrol and Hauls-Ropes-Faster in Anvil can both start this quest. Neither character is needed for other quest logic, but Honditar is in a much more convenient location to talk to him since we go near the Great Oak several times throughout the run, making him the ideal choice.
In the current route logic, we don't need to make a boosting spell to get our Athletics to 70+ since we have it Perma Enchanted to a high value near the start of the run.
