In the Cheydinhal Chapel, cast a spell to boost Speechcraft to 70+ and immediately talk to Gruiand Garrana.

Fast travel to the Temple District and enter the temple to talk to Tandilwe.
↳ Training (20)
Kill Ragbag Buntara or any other beggar you can find outside in the Temple District around 9am.
Talk to Tandilwe again.

Currently there are no known bugs associated with this quest that affect the 100% route.

Route Logic Considerations

Tandilwe is essentially, so we can't fail the quest by killing her, but luckily we can still fail the quest by killing any beggar after being told to go talk to them all.
Like all the Master Training quests, the actual Master Trainer needs to be alive prior to starting the quest in order to be able to complete it.
Gruiand Garrana in the Chapel in the Temple District and Varon Vamori in Bravil both can start this quest. Although we directly talk to Varon Vamori during Bravil Recommendation, this happens too early in the route logic to have our Speechcraft to 70+, making Gruiand Garrana the ideal NPC. Additionally, Ohtesse can start Restoration Training in the same location as Gruiand Garrana.
