Route Logic Considerations

This quest cannot be done unless you've already started Den of Thieves. Both quests should always be done simultaneously since they both require talking to the same NPC and going to the same cave. The only additional step added is to talk to Newheim the Portly a second time.
Completing Den of Thieves without starting Newheim's Flagon will result in the quest becoming impossible to start, preventing 100% completion.
