Fast travel to Shardrock, a village icon between Skingrad and Kvatch.
Talk to Thorley Aethelred.

You need to kill 6 West Weald Bears and loot the fangs off of the corpses. The bears all spawn on the outskirts of the farm, so just run around the perimeter until you see one.
Once you have all 6 fangs, follow the Quest Marker. Quicksave right before talking to Thorley Aethelred. (70)

If you have a random skill book remaining from the ones listed below, quickload and repeat the previous step until you are given that book, otherwise move on:

Route Logic Considerations

Although very unlikely, Thorley Aethelred can die randomly due his schedule placing him near the West Weald Bears. Avoiding his loading zone entirely prior to starting this quest is recommended since it can't be completed if he dies first. Out of bounds map exploration can help avoid this potential problem.
Technically it is fastest to kill Thorley Aethelred after starting this quest, but in the context of the 100% route, it is more of a time save to secure a random skill book from the quest rewards listed above.
Since this quest can be forced to reward you with a random skill book, this quest is best done before you start looking for Random Skill Books.
There is currently no known way to duplicate the West Weald Bear Fangs. This would significantly improve the time it takes to complete this quest.

10		Thorley Aethelred, a shepherd who lives at the Shardrock Farm, has tasked me to slay six West Weald Bears and bring back their fangs as proof. They've been threatening his sheep, and he has nowhere else to turn.
20		I've obtained the first West Weald Bear Fang from a bear that has been threatening Thorley Aethelred's sheep.
30		I've obtained the second West Weald Bear Fang.
40		I've obtained the third West Weald Bear Fang.
50		I've obtained the fourth West Weald Bear Fang.
60		I've obtained the fifth West Weald Bear Fang.
70		I've obtained the sixth and final West Weald Bear Fang. I should return to Shardrock and give the fangs to Thorley Aethelred as proof of my deed.
100	✔	I've given all six of the West Weald Bear fangs to Thorley Aethelred, who in turn rewarded me with an enchanted tome.
200	✔	With Thorley's death, it's impossible to complete this quest.
