In the Anvil Fighters Guild, cast a spell to raise Blunt to 70+ and immediately talk to Azzan.

Route Logic Considerations

Like all the Master Training quests, the actual Master Trainer needs to be alive prior to starting the quest in order to be able to complete it.
Azzan in the Anvil Fighters Guild and Christophe Marane in the Brina Cross Inn can both start this quest. Both NPCs are directly spoken to for other quests (several Fighters Guild quests for Azzan and Anvil Recommendation for Christophe Marane) so the ideal NPC will vary depending on other route logic.
Azzan and Rhano are in the same location, with Rhano offering the Blade Training quest, so both should be acquired at the same time.
If Christophe Marane is used to start this quest, he is a merchant so he should be invested in during this quest.
