This quest is not completed in the 100% route due to it locking the player out of the Max Faction Rank objective, as well as preventing the rest of the Dark Brotherhood quests from being completed.
Bugs
It is possible to use Load Warping to complete this quest and still progress through the Dark Brotherhood, but this has been ruled as an unintended source of Quests Completed as per the 100% Requirements.

- Starting this quest will permanently exile you from the Dark Brotherhood, preventing you from completing the other quests for the questline.
