Acquire a Bear Pelt and Minotaur Horn. These are obtained from Sergius Verus in the Market District, and the top floor of the Anvil Fighters Guild respectively.
Pickpocket Modryn Oreyn to get expelled. (10)
Go back inside and dupe the Bear Pelt 21 times.
Talk to Vilena Donton twice. (20) (30)
Pickpocket Vilena Donton to get expelled a second time. (40)
For the second expulsion, dupe the Minotaur Horn 20 times.
Talk to Vilena Donton twice. (50) (60)
Do not get expelled a third time. Make sure you keep 1 bear pelt for a later quest.

This quest is technically able to be finished, but doing so would lock us out of getting a higher amount of Quests Completed, so reaching stage 60 counts it as "complete" as per the Journal-Filled requirement.

Currently there are no known bugs associated with this quest that affect the 100% route.

Route Logic Considerations

Getting expelled for a third time would prevent the player from completing the rest of the Fighters Guild questline, resulting in a lower total Quests Completed. For this reason, this quest is considered a Journal-Filled quest and is advanced as far as possible.
Currently, the Bear Pelt is purchased from Sergius Verus during the Market District circuit. The Minotaur Horn is acquired from a display case on the third floor of the Anvil Fighters Guild after turning in Drunk and Disorderly since it is right next to the Daedric Heart that we also need for Boethia. This means these sections of the route logic need to go before getting expelled from the Fighters Guild.
You also need a Bear Pelt for the Hircine quest, so you should keep an extra one for later.

30		I returned twenty bear pelts to Vilena Donton, and I have been reinstated into the Fighters Guild.

40		I have committed another crime against my Fighters Guild brothers, and I have been expelled again. I should report to Vilena Donton in Chorrol.
50		Vilena Donton has offered me a chance to redeem myself. I must bring her twenty minotaur horns in order to be reinstated into the Fighters Guild.
60		I have been reinstated into the Fighters Guild once again. I have been warned that I will not be allowed back into the guild, should I commit another crime against my brothers.
100	✔	Because of my crimes against the Fighters Guild, I have been permanently expelled.
